PayPal has officially launched PYUSDx, its new custom stablecoin issuance platform, significantly expanding its footprint in the digital asset space. The platform, which allows businesses to create their own stablecoins backed by PayPal USD (PYUSD), was widely reported as live on September 9, 2026.

This move builds on PayPal’s earlier introduction of PYUSD, positioning the company as a pivotal force in the evolving landscape of digital payments and tokenized assets.

PayPal’s New Stablecoin Issuance Platform Goes Live

The platform’s public debut follows an initial announcement via a joint press release on February 27, 2026. With PYUSDx, PayPal transforms its proprietary stablecoin into a foundational layer for a new generation of custom digital currencies. It’s a strategic push that could reshape how businesses interact with blockchain technology and stable value digital assets.

The operational launch of PYUSDx on September 9, 2026, marks a major milestone for PayPal’s digital currency strategy. This platform now enables corporate clients to issue their own branded stablecoins, all pegged to and collateralized by PayPal USD. The initiative isn’t a solo venture; PayPal collaborated with key industry partners to bring PYUSDx to fruition. M0 was instrumental in building the underlying technology of the platform. Meanwhile, MoonPay has taken on the critical role of handling reserve operations, ensuring the stability and integrity of the new custom stablecoins.

MoonPay brings robust regulatory credentials to the partnership. The company holds a New York BitLicense and a New York Limited Purpose Trust Charter. It also possesses numerous money transmitter licenses across the U.S., alongside MiCA authorization in the European Union, underpinning trust and compliance for PYUSDx operations.

The collaboration between PayPal, M0, and MoonPay underscores a trend towards specialized partnerships in the crypto space. Each entity brings distinct expertise, from payment processing and blockchain infrastructure to regulatory compliance and reserve management. PYUSDx has already seen significant early traction since its soft launch. Companies like Saturn, Concrete, and Cap are among the first to go live on the platform. These initial adopters have collectively processed approximately $100 million in transaction volume, demonstrating immediate utility and demand.

The roster of businesses embracing PYUSDx continues to grow. Additional firms, including USD.AI and Fairblock, are also in the process of launching their own stablecoins through the platform. This early adoption signals strong market confidence in PayPal’s new offering and its potential for broader integration.

Building on the Success of PayPal USD (PYUSD)

The PYUSDx platform wouldn’t be possible without the groundwork laid by PayPal USD itself. Launched on August 7, 2023, PYUSD was PayPal’s initial entry into branded stablecoins, designed specifically to reduce friction in virtual environments and facilitate remittances. Its introduction marked a pivotal moment for mainstream stablecoin adoption.

Each PYUSD token is entirely backed by U.S. dollar deposits, short-term U.S. Treasuries, and similar cash equivalents. This 1:1 redeemability for U.S. dollars ensures its stable value. Paxos Trust Company, a regulated entity under the New York State Department of Financial Services (NYDFS), issues PYUSD, with additional oversight from the Office of the Comptroller of the Currency (OCC).

Initially launched as a standard ERC-20 token on the Ethereum blockchain, PYUSD quickly expanded its reach. It moved onto the Solana blockchain in 2024, enabling faster and more cost-effective transactions, particularly beneficial for smaller payments and decentralized finance (DeFi) applications. The stablecoin also expanded to Layer-2 blockchains like Arbitrum in July 2025.

PYUSD’s Rapid Expansion and Supply Growth

By 2026, PYUSD had cemented its place across multiple chains, leveraging LayerZero’s cross-chain messaging for wider interoperability. Native launches on Arbitrum and Stellar further extended its accessibility to PayPal users and merchants globally. This strategic expansion underscored PayPal’s commitment to ubiquitous digital payments.

The stablecoin also achieved global availability in March 2026, reaching 70 markets, including key regions like Singapore and the UK. This transition from a U.S.-only product to a global standard highlighted its growing importance. Internally, PayPal has moved hundreds of millions of dollars using PYUSD, showcasing its practical utility.

This rapid proliferation has fueled significant growth in its circulating supply. In May 2026, the supply of PYUSD reached approximately $3.5 billion, marking a more than fivefold increase over the preceding year. While this figure slightly adjusted to about $2.9 billion in Q2 2026, the overall trajectory points to sustained expansion and market penetration.

Navigating the Regulatory Environment

The launch of PYUSDx comes at a time of increasing regulatory clarity for digital assets in the United States. Congress passed the GENIUS Act in July 2025, establishing a federal regulatory framework specifically for payment stablecoins. With an effective date of January 18, 2027, the GENIUS Act offers a structured environment for stablecoin operations. This regulatory certainty is crucial for companies like PayPal, enabling them to build robust and compliant digital asset products. It mitigates some of the uncertainties that have historically plagued the cryptocurrency market, encouraging broader institutional participation.

PayPal’s proactive engagement with regulators through Paxos Trust Company for PYUSD and MoonPay for PYUSDx reflects its commitment to operating within established legal frameworks. This adherence to oversight is likely to instill greater confidence among businesses considering issuing their own stablecoins on the PYUSDx platform.
