Starknet, an Ethereum L2 network, is being considered for a transition to a Starknet independent L1 post-quantum blockchain via a non-binding Snapshot poll for STRK token holders. This vote, initiated by StarkWare, opened on October 15, 2026, and is slated to conclude on October 22, 2026.

The move aims to grant Starknet greater autonomy over its security and data availability, particularly in the escalating race for quantum resistance. This strategic consideration underscores the evolving nature of blockchain ecosystems, where community vote systems increasingly shape future directions.

The Urgency of Post-Quantum Security for Starknet independent L1

The primary impetus behind Starknet’s potential transition is an accelerated pursuit of quantum resistance, freeing it from Ethereum’s current timeline. As an L2, Starknet relies on Ethereum for critical components like its bridge and data availability layer, which ties its quantum security upgrades to the slower pace of the underlying L1.

StarkWare co-founder and CEO Eli Ben-Sasson has consistently voiced concerns regarding the imminent threat of quantum computing and artificial intelligence. He argues these advancements could quickly expose vulnerabilities in existing cryptographic systems, necessitating a proactive and independent approach to security.

Starknet has set an ambitious target of achieving full quantum resistance by 2027, two years ahead of Ethereum’s projected 2029 goal for initial protocol-level post-quantum protections. This accelerated timeline highlights the network’s commitment to securing its future in an increasingly complex digital landscape.

Henri of the Starknet Foundation elaborated on this rationale in a forum post linked to the poll. He noted that while Starknet’s internal components can achieve quantum resistance rapidly, its reliance on Ethereum creates a bottleneck. Operating as its own Layer 1 would eliminate this dependency, allowing for a more agile security roadmap.

Understanding the Non-Binding Community Vote

The current vote is being conducted as a non-binding poll on Snapshot, a popular platform for gasless governance decisions. STRK stakers and delegators have three options: “Yes, this should be researched,” “No,” or “Neutral, I need more information.”

Crucially, a “Yes” outcome does not automatically trigger a move to an L1. Instead, it would initiate a comprehensive research phase, leading to more detailed proposals and potentially further governance votes. The ballot is intentionally narrow, focusing solely on the mandate for research.

Early returns, as of 14:40 UTC on October 15, indicated overwhelming support, with 99.9% of approximately 179.8 million in voting power backing the “Yes” option across 293 votes. The poll has no minimum-turnout quorum requirement, meaning the outcome will be decided by participating token holders regardless of overall participation levels.

The proposal clarifies that, regardless of the transition, STRK will remain the native token, and no new token will be issued. Furthermore, existing bridges from Ethereum into Starknet are expected to remain operational, maintaining connectivity within the broader ecosystem, a common practice seen in decentralized finance protocols.

Starknet’s Journey to an L1 Exploration

The idea of Starknet pursuing an independent Layer 1 status has been circulating publicly for several weeks. Eli Ben-Sasson first brought up the concept on October 8, 2026, during a presentation at Token2049, openly questioning the merits of an L1 designed for “post-quantum agility.”

This indicates StarkWare’s forward-thinking approach to blockchain security and user functionality. Earlier, on October 13, 2026, StarkWare had launched “Shadow Accounts,” designed to separate DeFi activity from main wallets, showcasing their continuous efforts in innovation.

Just two days after Ben-Sasson’s initial suggestion, StarkWare reiterated its position, posting that “Starknet becoming an independent L1 is our clearest path forward.” This consistent messaging underscores the seriousness with which the team views the quantum threat and the potential solution of an L1 architecture.

The STRK token has seen notable price fluctuations in anticipation of such strategic announcements. It surged 200% in the weeks leading up to October, then declined, only to rise again by as much as 25% on October 15, the day the vote commenced. This indicates significant market interest in Starknet’s strategic direction.

Market Performance and Token Dynamics

The STRK token’s recent performance reflects the broader speculative interest in Starknet’s future. On October 11, the token traded at $0.1190, marking a 116.7% increase over seven days and a 17.7% rise over 24 hours.

The token has continued its upward trend, gaining over 36% weekly and an impressive 175% monthly. With a market cap of $580 million, STRK is holding above key moving averages, signaling bullish sentiment amidst these strategic discussions.

Daily trading volume in the futures market hit $894.84 million on October 15, nearly eight times the $116.38 million recorded in the spot market. This surge in derivatives activity often accompanies major news events and reflects heightened speculation about price movements.

A token unlock on October 15 is set to release up to 127 million STRK monthly through March 2027. Despite this supply increase, the token’s price has largely held strong, suggesting that positive sentiment around the L1 proposal may be offsetting potential sell pressure.

Implications for the Broader Ethereum Ecosystem

Should Starknet eventually transition to an independent Layer 1, it could have profound implications for the wider Ethereum ecosystem. As one of the most prominent Layer 2 solutions, Starknet migrating off Ethereum could reshape the landscape of blockchain scalability.

Some analysts suggest that such a move might lead to a fragmentation of liquidity and developer focus, as projects and users choose between an independent Starknet or other Ethereum-aligned L2s. Conversely, it could also spur innovation, with each ecosystem focusing on its distinct advantages.

Ethereum itself is actively working on its own post-quantum readiness, with a dedicated team formed in March 2026 and a target for initial protocol-level protections by 2029. Efforts include replacing BLS (Boneh-Lynn-Shacham) consensus signatures with quantum-safe hash-based alternatives.

However, Starknet’s core technology, STARK proofs, is already inherently quantum-resistant, and its native account abstraction allows user accounts to adopt post-quantum signatures without requiring a protocol upgrade. This inherent cryptographic strength positions Starknet uniquely in the quantum security race.

Challenges and Future Governance Steps

Becoming a fully independent Layer 1 blockchain presents a formidable set of challenges beyond merely achieving quantum resistance. Starknet would need to establish its own robust security mechanisms, cultivate a decentralized validator set, and develop a sustainable economic model.

This ambitious undertaking would require significant community consensus and careful execution. The current vote is merely the initial step in what would undoubtedly be a multi-stage governance process, involving numerous detailed proposals and further community polls.

It also means moving beyond a reliance on Ethereum for data availability, which is a critical component for any blockchain. While StarkWare has a roadmap for post-quantum changes, fully disentangling from Ethereum’s schedule for these foundational elements is a complex task.

The development of an independent L1 network involves intricate architectural planning and careful management of dependencies, often reminiscent of the complex regulatory landscape facing digital asset acquisitions. Starknet would need to replicate or build equivalent infrastructure independently, without relying on Ethereum’s underlying framework.
