The Solana Foundation is making a significant push for mainstream financial adoption, announcing on May 22, 2024, the appointment of two senior executives from rival crypto giants. Rachel Conlan, formerly of Binance and OKX, joins as Chief Strategy Officer, while Polygon Labs veteran Jamal Raees has been named General Manager of Payments.

The strategic hires signal a focused effort to capture a larger share of institutional capital and enterprise payment flows. Solana Foundation President Lily Liu framed the move as a key step in what she calls the “Token Supercycle,” a long-term migration of all assets and financial activity onto blockchain infrastructure. This vision underpins the foundation’s recent moves to attract more established financial players.

Solana Foundation’s strategic pivot to institutional finance

Rachel Conlan’s appointment as Chief Strategy Officer is a clear indicator of the foundation’s ambitions. With a resume that includes senior leadership roles at two of the world’s largest crypto exchanges, Binance and OKX, as well as mainstream firms like CAA Sports and Havas, Conlan brings a wealth of experience in forging high-level institutional partnerships.

Her mandate is to lead strategy across institutional outreach, ecosystem growth, and helping businesses transition onto the Solana network. The focus is on moving potential partners from passive interest to active implementation.

It’s a role that requires bridging the gap between the fast-moving world of crypto development and the more deliberative, risk-managed culture of traditional finance. Many firms are exploring their options, and understanding institutional crypto views is crucial for success.

“What brought me to Solana was the ambition of the builders and how much it is already being put to use,” Conlan said. This statement underscores the network’s current development and the ambition of its community. Her role will involve making Solana’s value clear, building key institutional relationships, and helping businesses move from initial interest to full implementation.

Cementing Solana’s role in global payments

Complementing the institutional push is the appointment of Jamal Raees as General Manager of Payments. Raees joins from Polygon Labs and previously worked at stablecoin infrastructure firm Bridge and payments company Wyre. His hiring underscores a direct effort to make Solana the go-to blockchain for global payment solutions.

Raees’s focus will be on expanding the use of stablecoins and tokenized deposits, particularly in global markets. “Payments are one of the clearest areas where blockchain infrastructure is moving from promise to production,” he stated. His role involves working directly with payment companies and enterprises to leverage Solana’s high throughput and low transaction costs.

The foundation for this push is already well-established. Solana has processed over $5 trillion in stablecoin volume in 2024 alone, a figure that provides tangible proof of its capabilities. The network’s expansion into novel payment use cases, such as the system enabling AI agents to pay for API calls, demonstrates its versatility.

For instance, Amazon Web Services (AWS) included Solana among the networks supported by its x402 feature, allowing websites to charge AI agents in USDC for content access.

“My focus will be on driving greater adoption and usage of stablecoins and tokenized deposits, with an emphasis on global markets,” Raees added. This work will be critical in a competitive landscape where efficiency, reliability, and scalability are paramount for payment providers choosing a blockchain platform.

The ‘token supercycle’ thesis in action

Solana Foundation President Lily Liu described the current era as the “early innings” of the Token Supercycle. This concept posits a fundamental, long-term shift of all forms of value—from money to securities to physical assets—onto a unified, always-on internet infrastructure. “The question is no longer whether markets move onchain,” Liu said, “it’s how fast, and onto whose infrastructure.”

The appointments of Conlan and Raees are a direct attempt to ensure Solana is that infrastructure. The network already boasts impressive metrics in this area, with over $4.5 billion in tokenized real-world assets (RWAs) and more than $620 million in tokenized equity supply.

These figures represent the first wave of the supercycle, and the new executives are tasked with accelerating its next phase. This push comes as the Solana price continues to gain market attention.

Hiring a key executive like Raees directly from a competitor like Polygon Labs is also a telling move. It highlights the intense competition between layer-1 and layer-2 blockchains to become the primary settlement layer for the digital economy. By bringing in experienced leaders, the Solana Foundation is investing in the human capital required to win this race for platform dominance.

Building on partnerships and tech upgrades

Conlan and Raees won’t be starting from scratch. Their efforts will build upon a series of strategic partnerships and technological advancements the foundation has secured over the past year. Earlier in 2024, the Solana Foundation partnered with Japanese financial giant SBI Holdings to develop an on-chain financial market, a major validation from a highly regulated market.

The foundation also rolled out new payment solutions with some of the biggest names in technology and finance. In collaboration with Google Cloud, it launched Pay.sh, a gateway for AI agents to make micro-payments using stablecoins.

Amazon Web Services (AWS) also included Solana in its x402 feature, which allows websites to charge AI agents for content access. Furthermore, the Solana Developer Platform, launched in March 2024, counts Modern Treasury, Mastercard, and Western Union as early users.

Underpinning all this is a continuous drive to improve the core technology. The network is preparing to deploy the Alpenglow upgrade, a crucial update aimed at dramatically improving performance. This Solana upgrade is intended to reduce transaction finality from approximately 12.8 seconds to roughly 150 milliseconds. This near-instant settlement is a critical feature for institutional-grade payment and trading applications.

Navigating the path forward

Despite the positive momentum, the Solana network faces ongoing questions about its decentralization. Data shows the number of network validators has decreased over the past three years, from a peak of 2,564 in March 2023 to 734 as of May 2026.

The Solana Foundation describes this as “pruning,” but it has contributed to a drop in the network’s Nakamoto Coefficient—a measure of decentralization—from 31 to 18.

Solana’s founder, Anatoly Yakovenko, has argued that “any correctly constructed proof-of-stake network is sufficiently decentralized regardless of stake distribution or ownership or value.” However, perceptions matter, especially for institutions that prioritize resilience and censorship resistance. The new leadership will need to articulate a clear narrative around the network’s security and decentralization model to win over skeptical compliance departments.

Ultimately, the hiring of Rachel Conlan and Jamal Raees represents a clear and decisive strategy. The Solana Foundation is leveraging its strong performance metrics and growing ecosystem to make a direct play for the institutional and enterprise markets. Their success will depend on their ability to translate Solana’s technical advantages into tangible, reliable, and compliant solutions for the world’s largest financial players.
